Sammy's Law Is Reshaping NYC Streets in 2026

More than 800 school locations across New York City are being designated new 15 mph speed limit zones this year, and enforcement is already underway. Mayor Zohran Mamdani and NYC DOT Commissioner Mike Flynn announced the expansion as the most sweeping use of Sammy's Law since New York State granted the city authority to lower speed limits in 2026.

The law is named for Sammy Cohen Eckstein, a 12-year-old boy killed by a speeding driver in Brooklyn in 2013. His mother, Amy Cohen, founded Families for Safe Streets and led years of advocacy to make this legislation a reality.

By the Numbers

By the end of 2026, roughly 1,300 school locations will carry a 15 mph designation. About 700 are being downgraded from 20 mph zones; another 100 currently posted at 25 mph are being lowered as well. The city's long-term plan calls for 15 mph limits at every eligible school site before Mayor Mamdani's first term ends. That means more signs, more officers, and more tickets heading your way.

The DOT's case for the lower limit rests on stark crash data. A pedestrian struck at 25 mph is more than three times as likely to sustain serious injury as one struck at 15 mph. Commissioner Flynn put it plainly:

“Speeding is the leading cause of traffic deaths, and even a small speed reduction can mean the difference between life and death in a crash.”

New zones will also be paired with physical changes: speed humps, hardened daylighting, and redesigned intersections at high-risk sites. Each zone requires a 60-day community board notice period before going live, but many are already in effect.
