A newly enacted policy by the New York City Department of Transportation (NYC DOT) means the speed limit is officially 20 mph across a major chunk of downtown Manhattan.

The New "Regional Slow Zone" Below Canal Street
As part of the rollout of Sammy’s Law, the NYC DOT established a "Regional Slow Zone" that covers everything south of Canal Street—including Canal Street itself.
Under this initiative, the previous default speed limit of 25 mph has been slashed down to 20 mph. Furthermore, on streets immediately adjacent to schools—and there are at least a dozen in Lower Manhattan alone—the speed limit drops even lower to 15 mph.
The logic behind the change centers on basic physics and pedestrian safety. Data shows that even a small reduction in vehicle speeds drastically reduces the frequency of crashes and significantly increases a pedestrian's chance of survival if a collision does occur.
The Signage Catch-Up
Many NYC drivers are completely unaware of the change. Why? Because the rollouts of these zones often outpace updates on popular navigation systems. For instance, platforms like Google Maps may still list the local speed limit as 25 mph, and physical 20 mph signs are only gradually popping up on neighborhood streets.
